When he wasn’t trying to engage in his favorite pastime of killing and vilifying Superman, Lex Luthor was a pretty good President all things considered.
The Federation president is probably passable. Though Star Trek really doesn’t show how the Federation government is structured probably because they don’t want to lean too much into the socialist undertones in case they get canceled for it.
