This isn’t the best map of the maritime boundaries but it gets the point across. Basically the chokepoint can be crossed in either Iranian or Omani territorial waters. Making it a joint venture gives it lots of legal cover
Also the Omanis were the key mediator in the run up to the Ramadan war and Iran refrained from attacks on their territory. (I also think they don’t have any explicit US bases)

The MOU appears to be a transformational victory but it’s only paper gains right now. Iran took major gambles and major damage. I think there is going to have to be some sort of economic catastrophe before this thing actually moves. All that said it’s the best time in decades for revolutionary optimism
