China sanctions dozens of US companies in response to Pentagon blacklisting Chinese firms

Are these sanctions unilateral like US sanctions or only applicable to domestic Chinese companies?
From the article it appears to be the latter, but I’m still a bit confused.
From what I have found most of these “sanctions” are just government procurement bans, so the Chinese government isn’t going to buy anything from a bunch of american firms.
There are also 10 more companies being added to their export bans on strategic minerals and dual use items and that export ban system is world wide. Any company anywhere that wants to buy dual use items has to show that they don’t do business with american defense companies.
The companies targeted are mostly drone companies and China is probably doing this as a favor to Russia as much as for themselves.
