Oh no, certainly not. Actually I will admit I didn’r even see that word when I wrote my comment. Replace “empire” with “country” though and I would stand by my comment.
The DPRK doesn’t have a massive international propaganda network, though. Support for the DPRK outside the DPRK comes from analysis of the DPRK, not from propaganda.
