    This sounds like such an incredibly stupid system I have to imagine there’s SOME kind of reason for it to exist? What is the benefit of storing oil in giant, unsupported caverns where they won’t ever be able to properly remove it all without collapsing? It’s like a prepper building a house out of canned food.

      Its more like putting an emergency lever behind a glass case. The idea is that the bottom levels of the reserve where they need to pump water in are only supposed to be used in drastic situations. If usa is in such a bad place that they need the last few million barrels of their stash of crude the designers expected to be fighting off an alien invasion, zombie apocalypse or nuclear winter. Its supposed to last a long time because by the time they need it half the people should be dead and the rest are mostly immobile because of how bad things are.
