“And if you [have reason to] fear from a people betrayal, throw [their treaty] back to them, [putting you] on equal terms. Indeed, Allah does not like traitors.” 8:58

“…if you punish [an aggressor], then punish with the like of that with which you were harmed…” 16:126

Maybe Mojtaba is gonna order a strike during negotiations.

“Whoever retaliates against an aggressive act with its like and is wronged again, Allah will surely help him.” 22:60

Or maybe he sees israels attack in the 12 day war as separate from usa’s attack during Ramadan. So he is waiting to be “wronged again” by usa, which would untie his hands from a Islamic law perspective.
