It depends. In the proper field with the right topic, dissertations can absolutely contain very valuable and novel conclusions derived from the doctoral candidate’s experiments.

If you have sufficient RAM and a somewhat modern CPU, you can do inference on your very own machine, locally, with no connection to any external servers. And at very respectable speed.

But theoretically not that difficult? I mean, the whole point of Unix was that it is written in C and therefore platform-independent. Principally, all you need to port a POSIX Unix OS is a C compiler for the architecture that you’re targeting.
