Lula usually does not challenge the US directly, and instead resort to these bureaucratic or symbolic measures to counter US influence. But other than that, Lula is doing almost nothing to fight US influence in the region and PT’s position recently on Venezuela was just lame. PT is also doing almost nothing to bargain with the US over access to rare earth reserves in Brazil. So I think this current measure is just part of Lula’s electoral strategy.
