The democrats who voted for it: Don Davis (D-NC), Jared Golden (D-ME), Adam Gray (D-CA), Vicente Gonzalez (D-TX) and Marie Gluesenkamp Perez (D-WA).

To be clear, still has to pass in the senate:

The House’s approval of H.R. 8800 illustrates the increasingly partisan politics surrounding the annual defense authorization bill. Although five Democrats joined nearly all Republicans in supporting the legislation, and one Republican voted against it, the measure advanced with overwhelmingly Republican support and now heads to the Senate for consideration.

But I would not be surprised if it passes there too.

Yeah, I figured after commenting. I would actually be surprised if it passes, because once that’s passed you can’t go back. It’s one of those things, but then again congress is bought and it makes sense for the two settler colonies to tie their fates together.
