Neither considers the island of Taiwan to be distinct from China, the question is over which government has legitimate sovereignty over all of China, and the overwhelming consensus globally is that it’s the PRC. Taiwan’s government is made up of the ones that lost the Chinese Civil War and fled to the island, slaughtered resistance, and have been protected by the west.
