I think this is a automated process by now and not especially targeting Nepal. The NED has seeded its agents everywhere around areas of interest, they influence the thinking of the people there and train them, so when unrest pops up their pupils tend to come out on top.
By being active in many countries at once they create their own smokescreen. If their people coem out on top, win for them. If not, there’s always another time somewhere else.
