Why wouldn’t they? The imperialists make propaganda in pretty much every language. Media is a soft power battlefield. Would you have Russia just roll over and not fight back? Yes they are at a massive disadvantage in terms of reach and resources, but that doesn’t mean they shouldn’t try.
I just don’t see the utility of spreading propaganda to 0.5% of English speakers. It’s such a vanishingly small viewership that it is almost entirely irrelevant. I guess they did the math and calculated that it’s worth the cost, but I don’t see it.
