I think the expression is “Caveat emptor”, though it translates to “let the buyer beware”.
It’s an old joke updated for new technology … that’s part of what makes it clever.

As a fan of both authors I’d just like to point out the quote is from Douglas Adams, The Restaurant at the End of the Universe.
I’ve never really thought about it and I don’t have the vocabulary to describe it, but they have similar humour in the way they look at humans and social interaction.
I’m pretty sure the USA refers to the modal. The manufacturer may have a Chinese or International version of each phone.

Upon leaving the EU any laws that were in use made were ‘enshrined’ into UK law. In order for the UK to remove EU laws we’d need to actively remove them through an act of parliament. (At least that’s my vague understanding…) https://www.legislation.gov.uk/eu-legislation-and-uk-law

As someone who is a UK national I did have to google this as I never remember the differences between GB / UK.
