I wouldn’t say that Russia isn’t keen on massacring civilians, thats basically what it does with the nightly shahed drone and missile attacks on civilian targets… And i have yet to have heard about Ukraine attacking civilians, but maybe you have sources on that? I have only seen them attacking military and economic targets in Russia
